16:48:29  <Rhamphoryncus> First off, it's counting wagons.  It is completely oblivious to the tiles themselves.  That's why each diagonal half tile is one.. and a full tile is 2 (error in the post)
16:50:08  <Rhamphoryncus> Second, and this is where it gets funky: it's not picking the tightest curve.  It's adding up all the wagons that are within a curve, then dividing that by the number of curves, and using that as your length-of-curve
16:51:03  <Rhamphoryncus> Which means if you have a really long train going on a small curve, a long straight stretch, then another small curve, while you're in the middle the long straight counts as a curve and drowns out the other two
16:51:36  <Rhamphoryncus> But as soon as your tail leaves one of those curves then the long straight is no longer a curve and no longer drowns out the one you're still on
16:53:22  <Rhamphoryncus> Another consequence is that if your trainset has old, low-speed, but small wagons, and you have wagon speed limits turned off, they'll actually go faster because the curve counts as longer
