The town growth requirements are presented like this "Town is not growing: D/S/R: 2525/1205 PASS, 1192/3504/536 COAL ...". Does anyone know which newGRF this is so I can research how it works?

I actually liked it because it implemented some awesome features (like being able to place signals on track with a train before the main client.  What would be the benefit of using default client and scripts over this way? (I will need to provide arguments if I'm going to ask someone to spend a lot of time on it)
